It seems desk has found a consistent way to perform standing 720 supers and ultras in Super Street Fighter IV, and he’s made this tutorial to share his findings. It’s great info for grappler players, and pretty much terrifying for everyone else.
notes:
This might require quite a bit of practice for most players, but the rewards certainly seem worthwhile. All of the examples are very easy to understand, very practical, and very useful. He uses a much looser definition of “plinking” than the term’s actual meaning, but it shouldn’t be too confusing if you don’t focus on it.

Interesting stuff, though impractical for mortals like me. I should probably do some input leniency testing on the 360/720s to see how many inputs are really necessary.
In this case i don’t think it really matters. If the actual input for a 360 is F, D, B, U that means you can technically do it in 4 frames. But in terms of physical movement, it’s still a 360 because it’s not like you can skip the diagonal inputs to speed it up. Making a square instead of a circle would probably slow you down.
So it looks the command is L D R (any U) L D R, cyclical variations, and reflections. Might not be so easy to skip the diagonals on a stick, but on a hitbox… In theory you can also just make a circle that’s 2/3 as big.
