They’ve made a video to explain the phenomenon and provide examples.

notes:
Apparently Takuma can’t block overhead attacks on a particular rising frame. Those hits continue registering on the combo counter, strangely enough. There isn’t much more to say about it at the moment, but i’m sure we’ll see this show up in combo videos soon enough.
